Rental Inspection Program Coming Soon to Clarksville

CLARKSVILLE, IN (September 13, 2022) – The Clarksville Building Commissioner’s office is taking action to make sure local rental properties, such as apartment complexes, are being maintained properly. In the Spring, the Town Council voted to approve a new Rental Inspection Program.  As of today, the Building Commissioner’s office is planning on implementing the new program beginning January 1 of 2023. The program will be for all rental properties in the Town of Clarksville. Properties include single family rental homes and apartments, as well and multifamily dwellings.

“This program is going to be a great tool which we can use in service of the Town’s rental population,” said Building Commissioner Rick Barr. “We need to make sure these properties are maintained for safety reasons.”

After the Town Council passed the program, many residents and rental property managers had a lot of questions about how the program will work.  To better inform the public, the Town will be hosting two public meetings so everyone can learn about the program and ask questions in-person. Owners of rental properties will get a letter in the mail inviting them to the meeting, and that information will also be posted on the Town website, as well as the Town’s social media channels.

Rental unit owners must register every residential unit, and each unit is required to be inspected once every three years. Rental units that are less than three years old will not require inspections until they have aged three years. Newer units are still required to register when the program begins, however, those units but will not be inspected until they are three years old.

During the inspection, representatives from the Building Commissioner’s office will be inspecting the following:

  • Electrical Systems
  • Plumbing Systems
  • Water Supply
  • Heating and Cooling Systems
  • Bathroom Facilities
  • Doors, Windows, Stairway, and Hallways
  • Smoke Detectors
  • The Building Structure

Once the inspection is completed, the inspector will provide the owner with a written copy of any violations that were found and give the owner a date to have the unit back into compliance. If no violations are found, the inspector will provide the owner with an inspection certificate.
