Planning & Zoning
The Planning & Zoning Department is tasked with ensuring a high quality of life for all residents, facilitating economic opportunity and growth, safeguarding the historical charm and significance of the Town, and creating a future Clarksville that continues to be a great place for people to live, work, and play. This is accomplished through the implementation of the Comprehensive Plan and the administration and enforcement of the Zoning Ordinance.
The Comprehensive Plan is an official adopted document, which serves as a statement for the Town regarding future growth and development. The purpose of this document is to set forth community objectives, analyze existing physical and demographic conditions, and illustrate a vision for future physical, social, and economic characteristics. The Zoning Ordinance is the town’s land development regulations, which shape development in a manner consistent with the vision outlined in the Comprehensive Plan.
In addition to overseeing these two documents, this department is also responsible for administering and advising multiple town boards including the Plan Commission, Board of Zoning Appeals, and Technical Review Committee. Finally, the Planning & Zoning Department serves as the repository and curator for all mapping and GIS services.
In order to carry out the department goals and objectives, Planning & Zoning regularly works with residents, business owners, organizations, and other officials.

SmartGov Permit Portal
Our permit application process has moved to an online format. You can now apply for permits and licenses, pay fees, and interact with Town staff using our new SmartGov Permit Portal. This system is available to access 24/7.
