Clarksville Taking Steps to Unlock New Economic Growth Along the Ohio River

CLARKSVILLE, IN (December 21, 2023) – The Town of Clarksville is taking steps to enhance the economic landscape in its new downtown by creating a new Riverfront Development Project area.  The plan was approved by the Town Council Tuesday night, followed by the Clarksville Redevelopment Commission Wednesday evening.

As a result, the Town may now apply for and be granted the right to issue local liquor licenses outside the normal processes of the State Alcohol and Tobacco Commission. The license area must be within 1,500 feet or three blocks from the Ohio River.

“By securing the right to issue these licenses through a streamlined process, the town will be able to bolster local businesses and attract a diverse range of establishments,” said Ken Conklin, Clarksville’s Communications Director.

The program guidelines are based on the State Code, and if approved, will mirror Riverfront Development Project Areas already existing in Jeffersonville and New Albany.  Such project areas are one of the main reasons these cities have been able to redevelop their downtowns.

“If a new restaurant or brewery wants to open up in Jeffersonville or New Albany along the river, those cities have the power to help,” said Conklin.  “If the state approves our application, the Town of Clarksville will be able to accomplish the same goal.”

The proposed license area extends within 1,500 feet or three blocks from the majestic Ohio River, a prime location chosen to capitalize on the scenic beauty and strategic positioning. Based on the full build-out of the Riverfront Development Project Area, the town’s application to the state requests a total of 20 licenses. This averages to one license per block, with careful consideration for the varied nature of developments within the area.

Town officials anticipate that some blocks may host multiple restaurants, which will be offset by blocks dedicated exclusively to residential purposes. This balanced approach not only promotes a diverse and lively atmosphere but also aligns with the broader vision of creating a sustainable and attractive destination for residents and visitors alike.

“This will be a valuable asset to South Clarksville’s growth and will be key in attracting new businesses and entertainment venues to the riverfront area,” said Tammi Gibson, Clarksville Economic Development Director.  “Current businesses in the riverfront district will benefit as this allows them to evolve and compete with new development.  Our neighboring communities have benefited from establishing riverfront development districts and we are excited to have the same opportunity.

The potential approval of the liquor licenses is a key milestone in this journey, heralding a new era of growth and prosperity for Clarksville.
