Progress Way Refresh – Making Progress

The Town of Clarksville hosted a public information meeting for the Progress Way Corridor Improvements Project. The project includes the section of Progress Way that runs from Broadway St./Greentree North to Koetter Drive. The proposed project involves the reconstruction of one of the town’s busiest roadways, including the addition of designated left-turn lanes at multiple intersections. Pedestrians headed to and from popular retailers will experience increased safety as five-foot wide concrete sidewalks with grass buffers are proposed along both sides of Progress Way.
Purpose and Need
The primary need for the project stems from the deteriorated condition of the roadway. The pavement is
deteriorating with multiple transverse and longitudinal cracks. Minor rutting and striping are also prevalent
along with numerous cracks and voids in the driving surface. Additionally, according to the Indiana Design
Manual, urban arterial roadways have a desirable minimum travel lane width of 11 feet and shoulder width
of 2 feet (paved) with an additional foot of compacted aggregate for uncurbed sections provided. The existing
facility fails to meet these roadway standards. An additional need element for the project stems from the lack
of available non‐motorized transportation facilities within the project area. Currently, pedestrian facilities are
absent along the north side of Progress Way between Broadway Street/Greentree North and Addmore Lane.
On the south side of Progress Way, pedestrian facilities are absent between Sam Gwin Drive and Addmore
Lane. Observations have been made of people walking in the roadway, which creates a concern for potential
vehicle conflicts.
A secondary need for the project is due to the number of accidents occurring within the project limits, which
while not significantly high, are likely attributed to the absence of any auxiliary lanes and the narrow pavement
width for an arterial roadway.
The primary purpose for this project is to correct the deteriorating condition of the roadway while maintaining
the functional condition of the roadway. Additionally, the purpose is to improve the connectivity and
continuity of the existing pedestrian facilities in the area and reduce pedestrian exposure to potential conflicts
with vehicles. The secondary purpose for this project is to reduce opportunities for crashes within this section
of Progress Way.
Proposed Project
The proposed project will involve the reconstruction of Progress Way between Broadway Street/Greentree
North and Koetter Drive. A designated left‐turn lane will be added on Progress Way at the intersection with
Broadway Street. At the intersection of Progress Way and Sam Gwin Drive, the existing designated right‐turn
lane will be removed. A center left‐turn lane that extends from Koetter Drive to the east end of the project
area will also be constructed. Five‐foot wide concrete sidewalks with a minimum 3‐foot‐wide grass buffer
from the roadway will be constructed on both sides of Progress Way to connect with existing sidewalks. The
sidewalks will be constructed from Sam Gwin Drive to the eastern project terminus. Between Broadway Street
and Sam Gwin Drive, a 10‐foot‐wide multi‐use trail will also be constructed on the north side of Progress Way.
Concrete curbs and gutters will be constructed to direct drainage to new storm sewer beneath the roadway.
It is anticipated that tree clearing will be required for the project. Additionally, more than 0.5 acre of additional
right‐of‐way will be needed for this project; however, the exact amounts are not yet known. The maintenance
of traffic (MOT) plan will involve temporary lane closures. The MOT will be implemented per the Indiana
Design Manual guidelines.
Construction is anticipated to begin in 2026.
