Location: Clarksville Town Hall, 2000 Broadway, Clarksville, IN
Department: Planning & Zoning Department
Hours: Mon-Fri - 8:30 AM - 4:30 PM
Salary Range: $38,083.00 - $51,987.00

Job Description:

This is a full-time position within the purview of the Planning & Zoning Department for the Town of Clarksville. It is a technical position which assists in the daily operations of the Planning & Zoning Department in both short-term and long-range planning; this position is supervised by the Planning Director.

Through hard work and strategic planning, the Town of Clarksville has become primed for redevelopment as well as new development, and is excited about the unique opportunity this provides for the Planning & Zoning Department. Furthermore, the Town is seeking ways new technology can better leverage and enhance our daily operations. To this end, the Associate Planner must be familiar with contemporary planning ideas and principles, and should feel comfortable around technology.

Position Objectives
  • Assist in implementing the vision, objectives, and policies of the Comprehensive Plan as well as other master plans for the Town

  • Make advances in the Planning and Zoning Department's operational efficiencies


Essential Functions
  • Assist the Planning Director in the management and implementation of planning policies for future Clarksville development

  • Assist in the administration of all phases of the planning process including short and long-term planning, land use, and zoning code

  • Administer and track all application submissions and docket files relevant to the Department

  • Maintain and update the Planning Department's SeamlessGov online application portal

  • Review development plan proposals and applications for conformance with the Comprehensive Plan and Zoning Ordinance

  • Assist with updates and maintenance of Comprehensive Plan and Zoning Ordinance

  • Prepare staff reports for consideration by the Plan Commission and Board of Zoning Appeals, and occasionally the Town Council

  • On occasion, assist in the writing or amending of ordinances and other regulations relating to planning

  • Interact with public, petitioners, and their representatives concerning zoning regulations and the Comprehensive Plan

  • On occasion, assist with zoning inspections

  • Frequently make practical application of state law, local ordinances, and department policies and procedures regarding land use regulations and planning

  • Coordinate with our web developer to ensure content on our Department's web page is kept up-to-date


Minimum Qualifications
  • Bachelor's degree in Urban Planning, Geography, or other related field

  • Three years of progressively responsible experience in a related position with ability to demonstrate competencies related to public sector planning employment

  • Other combinations of education and experience will be considered

  • Knowledge of planning principles and practices

  • Strong research and analytical skills

  • Exceptional oral and written communication skills

  • Knowledge of standard business software including Word, Excel, PowerPoint, Adobe Acrobat, etc.

  • Consistent high-quality customer service

  • Ability to multi-task amidst frequent distractions and interruptions

  • Valid driver's license


Preferred Qualities
  • Openness to learning new techniques and embracing new technologies

  • Ability to read and interpret legal and land record documents

  • Ability to plan, coordinate, and prioritize multiple projects

  • Working knowledge of the town and applicable state and local codes and terminology

  • Experience with Esri's ArcGIS platform


Working Conditions
  • Most work will be accomplished in an office environment but may require some field or site observations

  • Occasionally, work extended hours as needed for town hearings or other similar events

Salary: $13.32 per hour

Job Scope:

The qualified candidate will be responsible for processing/filing traffic citations and misdemeanors, accepting court fees, answering phones and assisting court staff with court related duties. Expected starting date is May 23, 2016.

  • Greet and assist the general public, defendants, victims, attorneys, jailors, and inmates with a variety of court matters in a professional manner
